Solved: Finally got this sorted.
I added to the NextPVR docker template "Extra Paramëters" --device=/dev/dvb -e LANG="en_NZ.UTF-8" -e LANGUAGE="en_NZ.UTF-8" that UnRaid lanches to install the docker container.
What took me some time, was that I thought I could edit the parameters, stop the container, then restart. WRONG!
I had to remove the container (but didn't have to delete the image) then re-run the template that installs the container and it is all good when I checked the locale from the command prompt.
Clients pointed to the Unraid server now have the date format that I was after.
Thank you Martin and sub for leading me in the right direction.
