Recording playback fast forward / skip issue

OK I had a look but it does have really bad time stamps, plus it is truncated with 7 laps to go, once I remuxed it to mp4. However It doesn't even start off with a good ts header and there are so many bad packets it might not be worth trying to fix. You need a more reliable source.

Yep Martin is correct. There are timestamp issues in your stream. About a 3rd of the way through there is a major jump in the timestamps in the stream. This will be enough to trip up most players.
