Thanks Martin. Please forgive my ignorance.
I don't have any tuner source. I have enough content, and the only reason I wanted NextPVR for was to be able to organize & record the content.
If I was to get a tuner source would I then be able to connect with the different sources on Roku?

No, there really is no application that tries to manage all the OTT services that are delivered to smart TVs and boxes like the Roku. I was reading there are 4000 FAST (Free Ad Supported TV) channels, you basically have to abandon linear TV.

Looks like I am going to do some head scratching.
I was looking at "streamQ.tv", can you tell me if this would work with NextPVR, and is it legal, if you are familiar with it. Otherwise I would appreciate a suggestion.

I don't comment on the legality of any IPTV, don't ask don't tell is my philosophy. If you have to pay and it is significantly cheaper than Bell or Rogers or if it offers VOD you can probably guess.

The only real free TV is OTA with the basic local channels. There are links that aren't encrypted that my be copyright but most consider them free because of the lack of encryption.

For the most part NextPVR is designed for people using TV tuner devices (both locally-connected and network tuners).

There is some support for IPTV services that provide an m3u and xml url. Some countries, like here in New Zealand, these are available for our local television services. In other countries, like the US / Canada, they're typically only available via illegal pirate tv services.
