No.

When I click the HDPVR2 device, the next page list the current channels. When I click "Import Channels," several input boxes appears with the world "loading..." in th 2nd box.

When I click a DCT-3250 device, the next page shows the current channels. When I click "Scan Channels," an input dropdown labelled "Guide" appears showing the word "loading...".

In each case, the page does nothing more.

On the Setting EPG source do you have a Silicondust EPG source saved? If so delete it and see if that makes a difference.

on the Guide page, there is no list of EPG sources, only buttons to add lineups. I tried to add my Schedules Direct Verizon Fios Queens lineup and a message popped up telling me the lineup was already saved.

I meant Settings->Guide (which are the EPG Source).

Sorry, Martin, the Settings->Guide webapp page shows the "EPG Sources" title at the top and is described as in my previous post. No lists, just add button, Auto-update times, and Schedules Direct login credentials

I think I see the issue but I can't duplicate it because I have real HDHRs. Could you create a file c:\Users\Public\NPVR-data\silicodust.xml with this and see if it works.

Code:
<?xml version="1.0" encoding="utf-8"?>
<tv>
</tv>

I believe that you meant the name of the file to be "silicondust,xml" and created it. No difference in behavior.

BTW, I read on Schedules Direct website about user's IP address being blocked because the app being used to access the service is causing errors. Could that apply here?

Sadly, my initiative was well-intended. Sorry about that.

After correcting the file name, the page showing the device channels, either device type, now shows the channel lineup name and the Scan(or Import) button now produces the channel list from Schedules Direct!

Looks good! Can you tell me what that file corrected?
