Just a follow up.... I know I like to hear a few words after helping someone.
I installed the new HDHomeRun Plex 4k, configured things, and I've been testing (still have plenty of that to do yet!). I presume the much newer tuner box is more sensitive than the old one, and I still suspect the old one was beginning to fail. But the "bad" channel I was having problems with shows up without any problems.
Obviously, no software is ever complete, but NextPVR is fantastic, and I'm hopeful my localize problems are on the mend.
