Got it working though I don't know why both computers had the turners unregistered. Here's the reply I got from Silicon if you're interested.

I don't think we've touched anything BDA related in years. I just tested NextPVR with the latest beta HDHomeRun software for Windows and it was able to scan channels on my HDHomeRun using the ATSC source, so it's definitely still working. If you set the tuners to Disabled in HDHomeRun Setup it will unregister the instances for the tuners, and then you can re-enable them and Apply again to re-register. You can also click Repair on the Advanced tab, which will re-register the Microsoft stuff.
