I've checked with babgvant because I'm stumped. I'm looking at other options asuuming you aren't using tuner 1 does this command create an xbmc playable file

That's positive it gives me things to think about.

Don't know if you have seen the project CetonTV. It creates a VLC stream from a program called remoteceton. Maybe that piece of software could give some clues to getting rtsp stream.

Actually the reason I asked about that rtsp line involved using remoteCeton for the upnp tuning.

I ran the ffmpeg rtsp command again and this time got output for some reason. Video is terribly garbled though.

Also I'm finding that VLC will not play the TS files recorded from nPVR from my tuner. Maybe this is why vlc freezes npvr and xbmc when SageDCT trys to open the stream.

That doesn't surprise me since VLC and XBMC both are overrated for mpeg-ts playback. mpc-hc is great for playing back more complex files, I even configured it as an external player in xbmc to launch when I wanted quality. I am also coming back to NextPVR since I am hoping many of my client issues have been resolved.
