I see, you only experimented with "all programs." I'm fresh out of ideas again. None of this is inspiring me to buy a Windows 8 machine any time soon, although some NPVR users are happy with it.
You might try sending a private message to Lao Pan asking him to look at this troublesome thread, but I did have another thought concerning your problem:

NPVR has DVD playback capability (which is easy to forget since I'm used to Media Player). I wonder if it calls upon DVD hardware and drivers at the same point identified by sub regarding graphics? If your PC has a preinstalled DVD drive, it seems possible that you might lack a Windows 8 driver for it following upgrade. I recall a thread where a user experienced problems after installing a DVD drive, which went away after reinstalling NPVR.
I just played a DVD for the first time on this computer (have only had it a month) and it played fine - ASUS computer had preloaded DVD software by Cyberlink. But maybe Cyberlink doesn't have what NPVR is looking for related to W8? (Windows 8 came preloaded on this computer when purchased new).
Sorry, one of your posts yesterday made me think you had upgraded to Windows 8. BTW Cyberlink's MPEG2 decoders are among the best, and should work with NPVR - if only you could get NPVR working.

I'm using NextPVR on Win 8. Infact, I'm developing NextPVR on Windows 8 these days. I've haven't had to do anything special though. My motherboard has an onboard Intel 4000 video chipset. I use a pile of different tuners during my normal usage and testing, and they've all generally worked well.
I just ran some Windows 8 troubleshooting options and got various errors running various troubleshooters for things like Hardware and Devices, Windows Updater, etc. Also when I try to run NPVR in a Windows compatibility mode for Windows 7 and others it reports "Issues found: Incompatible program", with no further help. I think I'll return this computer to where I bought it and have them reimage Windows 8 and start over.

Unfortunately there is not much I can suggest - You definitely need the Full DX9 installer - I also installed vcredist 2005 SP1 2008 SP1 2010 SP1 then updated windows till there were no more updates.
I don't have Media Center installed anymore and I have the latest AMD MB and Graphics drivers installed.
User Account Control set to Never Notify although I had it set one notch higher than that with no problems.
If you get it going I would personally recommend SAF Codecs unlocked.
Early on I had serious problems with an Antivirus program - not NPVR related and in the end had to do a refresh install to get W8 back to full function.
A bit of a pain installing all the software again - but it was worth it. I would now recommend the built in AV & Firewall (Exceptions for NDigitalHost NextPVR NRecord exe's)
It's not an overly complicated system - it's more - overly simple operatives
