I did a little searching, but it looks like Samba Clients are for Unix/Linux machines.

If I'm on a PC, I don't need it. Correct?

Correct. You don't need it.

You'd need it if you were using your Linux machine as your desktop, and wanted to access some network drive on another machine. ie, it'd be acting as a client.
