Reclock is a workaround to fix the problem of the TV-out encoder clock free-running (not sync'ed to the video frame-rate). It is a "tail wags the dog" scenario where it detects the TV-out encoder frame-rate and alters the source clock to match.

This does not work for LiveTV because it generates periodic huge clock slips (glitches where buffered groups of frames are dropped) between the incoming broadcast TV frame-rate and the display frame-rate.
