I've never had any satisfactory results when trying to play dvr-ms files on my MVP although I have to admit I haven't tried recently. I use auto-transcoding set to ASAP to transcode to MPEG2. This still requires the Cyberlink mux but seems to work better for transcoding than it does for me recording directly to mpeg2 using it.
I've recently been seeing glitches in my transcoded recordings although it's not clear to me if they're as a result of the transcode process or if I'm getting glitches in my DVB-T reception. I did notice recently, when using my Freeview STB, that the picture/sound occasionally froze or pixellated so it could well be that.
One other thing is that my transcoded mpegs can lose audio/video sync. when I use Skip or Rew on the MVP. Using FF briefly will usually correct it.
All in all, I'd rate using dvr-ms as 'acceptable' with respect to final results but 'perfect' for stability during recording. Using the Cyberlink muxer with one of my Nova-T cards was OK but unstable/unpredictable with 2 or more simultaneous recordings - dvr-ms is stable with multiple recordings.

How about if a user has dvr-ms selected for recording, the MVP service tries to use one of the other muxers (whichever is installed) for LiveTV on the MVP?

I have given up using the cyberlink mux for recordings - its just to unreliable. However, I also use the MVP for LiveTV.... so I have to make a choice: reliable recordings or LiveTV. This request would make both possible.
I have considered doing it in the past, but there are a few difficulties like the recording services not currently knowing the client is an MVP etc that make not so straight forward to implement.
I'll try to do it some time in the future, but I dont know when that will be.

OK - I get you....the MVP server isn't responsible for how the live tv buffer file is recorded. I hadn't thought of that.
