IR blaster transmitting too fast

So I just got my IR blaster (MCE Remote, black beanbag) to work with my STB (Scientific Atlanta 2100) but the blaster is transmitting the numbers too fast. Is there a way to slow it down so that the STB can get all of the numbers? Thanks.

The only way to slow it down is using HIP to do this blasting.
