Right click on the GBPVR title bar and select "toggle force-foreground". Is this what you mean by always on top?

Sorry to hijack this post but I have the reverse problem and that is that if I close the window maximized it can only be displayed maximized or fully minimized nothing in between. To correct this you have to delete a registry setting. Is there a way around this?

Well, the topmost works (as the option mentioned above). However, if I start in fullscreen, it seems to "forget" the "pos" values (or the registry pos values for that matter) when coming out of fullscreen (ALT-ENTER).
