This is a shot from the stats provided by megaupload.com for the Community Skin setup file. The current version has 500+ downloads so you can kind of work out the number of users per country.

I've never installed this skin but are you saying that when one installs it some information about the person is gathered ?

Because of the setup file's large size it is not on the wiki but is hosted on the shared download sites (megaupload & rapidshare)
Don't think gathered is the word, the general location is logged and a download counter incremented (similar to the wiki).

OK i'm confused.... when I download the zip it doesn't take me anywhere.... it simply downloads.

What would you expect it to do? It increments a counter and logs which country you came from.

The skin is no longer hosted by that website, just the skinplugin files.
