You could try painting the full length of all coax in alternating green and red stripes around the circumference of the cable. The stripes should be no more than two inches wide. Pale shades work best. This will only improve signal quality if you use oil based paint.

You might try a 2:1 as a test and see if that change of 3 ish dBs helps. Also make sure the splitter is equal power on all ports. If the 2:1 helps then you are probably borderline in signal strength. If it doesn't then you have more to figure out.

I changed to a 2:1 splitter and it did improve on some of the channels that would sometimes stutter but I am still unable to tune the channels that I can from the other room. I plan on next dropping some higher grade cable to see if there is just more interference on that wall where the living room connection is. Also since I have no idea what cable the builder put in there I'm sure it is not that good of quality. I can buy a correct length of RG6 for about $10 or one that is quad-shielded for $18.

I'd check the connections first - is it running to a wallplate? - If so, take it off and make sure the connections are good to the sockets

If it's a loose cable, can you look inside the connector to make sure there are no probs?

I did a search and found that the ctrl-o key will bring up the signal strength and quality meters. I did a comparison and on the specified channel in the living room the strength is good but the quality was around 15. In the office the strength was also good but the quality was around 68. Thats a big drop in quality when the run of cable to the office is much farther then the run to the living room. The living room is basically right under where the antennea is positioned in the attic, around 15-20 feet and the office is probably around 75-100 feet away.

have you checked the plugs on the end to make sure they are secure and crimped well
sounds like a break in the cable or a short one stray srand to earth there shouldnt be that much drop i wouldnt think
disconnect the ends and get a multimeter and check to see what resistance there is between the conductor and the sheilding

Sounds like you have a null creeping in from an unterminated cable or crappy cable/connection. Double check all your connections. A loose cable could cause this.
Are there any unterminated splitter connections?
Any connections to wall outlets that aren't connected to TVs?
You might need to put some F terminators on the any outlet not connected to a TV
