will the OverScanBorder setting affect the menus as well? My CRT HDTV overscans, and pieces of the menu are off the screen.

adjust overscan boarder then adjust the video zoom to make the video fit

Adjusting the overscanborder worked BRILLIANTLY! It is something that's been bugging me for a long time, a little tweaking and playing and now it looks great!
