BDA.INI entry to enable Encore ENUTV-DAT

Last week newegg.com had a special on the Encore ENUTV-DAT. For those who were able to get this ATSC USB tuner for $15, here's the BDA.INI entry needed to make GBPVR recognize it.

Sub, I've attached the filtercheck.log to make sure things are correct.

I did some quick recordings and scanned for stations and it found them all.
