how to pick video out card

Guys I have a question in regards to hardware I'm going to use an old optiplex gx260 p4 2.4, 512 ram, 250gig hard drive. My concern is the video card the system already has a ATI 7500 AGP TV out 32 meg card that does svideo. Is this video card powerful enough to play back my dvds at good quality? I guess I don't know what to look for when looking for a card that does tv out.

I don;t think that card will be any good but it won't hurt to try it. However I suspect it will struggle to render the menus properly as well as stuttering with dvd.

I usd an old ATI 9600 for 2 years and it was reasonably good but now I use a passively cooled Nvidia 6600GT and that has a better svideo signal (smoother panning and better image quality). However the 6600 does need a good power supply though and runs hot.

Ok so what do I need to look at than I don't want a video card where I have to put a fan on it. I also really do not need a card that takes a 500 watt power supply.
