I have tried this a few times now...

I copy the dll and xml file as specified in the instructions.

When I open config and go to plugins tab there is no 'blinky' plugin to uncheck (as stated in the documentation).

stopping/starting - even rebooting does not get it to work.

Any suggestions?

Blinkly looks like a very old and unsupported plugin that is unlikely to work with the latest version, at least not without lots of hacking around. the only thing I can think of is to create a folder called legacy under plugins and copy the .dll and xml into there as well as into the plugins folder. Even if that works (unlikely) you are then going to run into problems with the skin not working correctly.

send that author replaytv a private message to see what he thinks.

thanks for the info - weird thing is that Blinky is listed as a supported plugin

I'll try my luck contacting the author

I installed blinky a few days ago, and had problems with it at first. There are directions on the top of the general plugin page that tells you about creating a legacy folder. I followed those directions, and blinky did install. However it didn't work till I did a reboot. For the record, the scroll light doesn't blink on my keyboard, it just turns on/off when recording starts/stops, which is fine by me. I am running the current version of GBpvr.
