Have any of you used the installer from http://ninite.com/ I'm installing a used PC for a relative with no skills who wants to use a computer. This seems to be a great way of putting most of the tools I use on quickly.

I have used this several times in the same scenario. After re-installing a clean copy of windows I used ninite to install my selection of free software to get them up and running. Most of the selections on the website were things I had heard of and use on my pcs at home.

It did make it very easy. As I remember I went to their site on my desktop and created the list of what I wanted to install. This creates a small exe file which I placed on a thumb drive. This way once the windows install was done I popped in the thumb drive, ran the exe, and walked away for another 10 or 15 minutes and came back to a usable pc.
Server: Windows 10 - ASrock N3150DC -ITX Fanless Celeron
Clients: Shield TV with X-newa on Kodi, Asus chromebox - openelec - X-newa on Kodi

Thanks dgeezer, I didn't want to leave something untried, but it looks like it is going to be perfect for his needs (and mine too, this is a nice package).

I'll have a play with this, thanks for bringing it to my attention.
Depending on the tools you require, are they available as portable apps? if so you could just dump them down with no installation?. http://portableapps.com/ is one source I use.
I played a little with vmware's thinapps, but didn't get too far.

Thanks martin123, I use portable apps a lot, but those are more for me. I want to leave these for his use on the $99 refurb I got for him.
