I was messing with some free software the other day that turns your camcorder into a webcam.
TrackerCam (It's the third product down - TrackerCam 5.20 Full)
It has an HTTP and a WAP? server (for cellphones). As I was messing with the settings I noticed that it had an option to choose your capture card as a source. I was able to select it and see television. I never got the sound working (I was sleepy). But when I noticed that it was possible to be viewed over a cell phone lights started flashing in my head. You can even select different file formats for it to publish (I was not familiar with all of them and I don't even know if any of them were video). I know the quality wouldn't be all that great, although I did test a new cell phone at the sprint store the other day that you can watch streaming video with and it wasn't that bad.
If anyone is interested please take a look at this program or any thing similar and tell me if you think this is possible.
