tuning through dishnetwork

will the program tune my dishnetwork channels on the pc end and not tune my dishnetwork box signal to my tv, or will i have to have an IR transmitter to get it to work at all?

I dont know anything about dishnetwork, but based on the name, it sounds like some satellite based broadcaster in the US? If so, then your satellite box is the only thing capable of tuning in these channels, so it has to act as the tuner.

This will mean you need to connect your satellite box to the svideo/composite inputs on your capture card, and you need to use either an IR Blaster or serial cable to change channels on your set top box.
