This section from the link Graham included (above) seems like a much simpler fix

Type "CD\windows\system32" without the quotation marks and Enter.

Note: This let's you backup the performance counters before we rebuild.
Type "LodCtr.exe /RTongueerfStringBackup.INI" without the quotation marks and Enter.
Open up Perfmon and check to see if your counters are showing up properly.

Hi Everyone.

I've succeeded in rebuilding the performance counters by using the command LodCtr.exe /R
I've run PERFMON from the command line to see if there was a problem before restoring just to make sure there was a real problem to be fixed.
And indeed W7 PERFMON gave me a number of errors from which I took a screenshot in attachment (Translated: Can not add these items to Perfmon).
After running LodCtr.exe /R the problem was gone and as well PERFMON as the original System plugin run without errors.
FYI, it's no use to specify the filename for LodCtr /R file... as it won't work because the file does not exist. A simple LodCtr.exe /R is enough.
Hopefully things don't get corrupt again because I still don't know how this has happened.
