If you're connecting to the internet through a router/firewall, and you don't have untrusted machines on your network, then the Windows firewall really isn't doing much for you anyway. I'd just leave it off and move on.

If you leave the firewall on but turn off avast does it work?

It is suspicious that both these problem machines have avast installed. Antivirus apps do sometimes try to perform firewall type functions, monitoring applications trying to use networking API, so it might be related to this. That said, you'd think it's the firewall since it starts working when you turn the firewall off.

You don't have to try for me. I was really just curious if it was indeed Avast causing the issue (which I suspect it is but like sub said, you would think it's the actual firewall). Johnsonx42's suggestion is a good one.

@whurlston... with the firewall up and avast disabled it did work... so then maybe it's something in avast that needs to change... hmmm

From the first firewall log post, I was going to suggest checking any internet security bundle. The reason I didn't was that turning off the Windows firewall shouldn't have made a difference to Avast firewall, somehow the services must be linked. I did a bit of reading and didn't see a lot of reason for running both unless you are in a household were a lot of malware gets installed.

I am thinking the same thing Martin... And I am the only one loading anything on any of these computers so Malware is not an issue... Think I will stick with NPVR with the private firewall down. If I come across how to correct the issue then I will but otherwise I think I'm okay... Again I thank you all for your input. I'm glad to know you guys are there.

wondering if you fixed the problem yet. i had the same exact problem as you. finally found a solution (worked for me). in windows firewall inbound make a new rule for npvr program file, every .exe except uninstall.exe, also the one in the folder (other).
