On TV, channel 7 has very unreliable reception: Sometimes it works fine, sometimes it doesn't work at all, sometimes it flickers between no signal, corrupt signal, and momentarily viewable signal. So I assume it's somewhat normal that 7 doesn't work well.

More importantly, is it possible to reconfigure NPVR to name each channel like "9.1 ASDF" for example? I like using channel numbers more, and don't care to memorize station names.
Also I am also missing Channel 9. Is it also virtual?

No, NPVR does not and never will support major.minor channel numbers like "9.1". That form is only used in North America, and it's too much extra fuss to add to a program used around the world. (it's not up to me of course, I'm just repeating what sub has said repeatedly). To be clear though, the channel number you use within the program (configured in Settings->Channels) has no connection to the actual tuned channel; use whatever integer channel number you find convenient.

Channel 9.1 is carried on physical channel 30, and it is found in the log you posted.

Now for the real problem. Now the channels are scanned, but when I try to go to Live TV, it always says that there are no capture devices available, whether I am able to do a scan or not.
Sometimes I can scan but not view, sometimes I can't either scan or view. This makes it unusable.

reproduce the problem and post logs. as I say in the tech support sticky, we're pretty smart but not clairvoyant.

Interestingly enough, Live TV now gives me a black screen while device channel scan won't start. fixed MPEG2 decoder

Is this a primarily British PVR software, which is the reason that sub won't add US channels? I don't know how to automatically renumber everything. Make a plugin? (Is it related to it being originally called GBpvr?)
Now I have no audio and NextPVR isn't showing up in the audio list.

Your tuner is messed up FindFilterByName failed to locate filter: ATI BDA Digital Tuner perhaps WMC is blocking it. Your mpeg2 decoder ffdshow is also not set up correctly.

OK the audio issue does not exist when using XBMC with the NPVR backend. I enabled the Microsoft MPEG2 decoder and video playback works on NPVR (also on XBMC, although I don't know if it did before I changed the decoder on NPVR).
Now what I need is an automated channel renumbering system. (eg. 2.5 -> 25, 66.6 -> 666). Can XBMC renumber them correctly if I disable the channel name sync?
Also, is the UK-based software?

No. It's developed in New Zealand, but the focus very much world-wide, with a lot of effort going into supporting TV in lots of countries, including North America / Europe etc.

Why? You couldn't have more than about 30 channels... how long could it possibly take to number them by hand in Settings->Channels?

I'm not sure what "channel name sync" is, but there is a setting in XBMC to use the back-end's channel numbers. Otherwise XBMC will just number them 1,2,3,4, etc.

I have 90-something channels. I'll have to renumber them myself when I have time. I'm still disappointed that there's no plugin for that. And I know about the XBMC numbering sync and have it working, albeit with an arbitrary numbering scheme.
And it appears that most of my problems are solved, but I still don't know why NextPVR has no sound. That's probably not a problem, assuming I can get XBMC to play well with Comskip.
Also, is MediaPortal worth a try? (Lost the built-in IR remote, so will mainly be using keyboard navigation for now.)
Overall, the people here have been relatively helpful.
