Yes, you are correct. The court vacated the FCC order in JAN 2013 because of DISH Networks` petition. But it was the law of the land for more than nine years (from NOV 2003 to JAN 2013). I guess there no government regulation in place at this time for cable (and satellite) DRM. What the heck.
