Stuck in full screen mode

Despite it being listed in config as "windowed" mode my menu is in full screen. I have tried minimizing but nothing happens.
Any ideas on how to fix this?

[Alt] + [Enter] should take you out of full screen mode.

or do something line:

gbpvr.exe -pos:200,200,400,300
