I deleted the first 10 entries of /usr/share/dvb/atsc/us-Cable-Standard-center-frequencies-QAM256 and scan ran fine. Seems to be fixed now.

Strange that tvheadend had no problem and NPVR 4 on the windows using the same file has no problem.

Now the problem is that not all of the channels play on Kodi. They seem to play on a web browser with a warning that the server is too slow, it is an old pentium 4 machine. I will put the tuner in the (not much) better machine later.

Yeah, it is weird. Both dvbv5-scan, and NextPVR v5 use the Linux TV api called libdvbv5, and it sounds like that is the component that doesn't like something about these frequencies. Hopefully a subsequent version of this library will fix the issue.

Same problem with Version: 5.1.1.210329. I guess I'm the only one.

What is the specific problem, files not playing on Kodi or scan troubles?

Scan ends after the first frequency. Deleting the first 10 entries in /usr/share/dvb/atsc/us-Cable-Standard-center-frequencies-QAM256 fixes that. Those are all encrypted and I was not trying to get them so deleting the entries was Ok for ClearQAM channels.
libdvbv5 is up to date Now on Ubuntu 20.04

If you move sub's custom version of libdvbv5.so from your DeviceHostLinux folder are things better?

I removed and reinstalled the .deb and renamed /opt/nextpvr/system/DeviceHost/x64/libdvbv5.so.0 to NOTlibdvbv5.so.0NOT.

Scan stopped after freq 195.00MHz.

After I delete the first 10 entries in /usr/share/dvb/atsc/us-Cable-Standard-center-frequencies-QAM256 scan goes as it is supposed to.

It sounds like 1 of those frequencies includes something NextPVR doesn't like. Are you able to narrow it down to a specific frequency? If so, we could get you to capture 1 minute of the full transport stream, and I could try it here in the signal generator.
