Is it possible to record in MPEG2 vs H264? Will it increase quality/ allow for better x265 compression?

It records whatever comes from the device. All the devices produce transport stream, but can carry a wide variety of different types of audio/video streams. Your device/broadcast could be using any combination of MPEG2/H.264/HEVC video combined with MPEG1/AAC/HE-AAC/AC3/E-AC3 audio. The device where NextPVR is explicitly encoding the video itself is with old Analog soft encoder devices, in which case it encodes MPEG2 video. Every other device either uses it's own encoders, or just passes through the stream encoded by the broadcaster.
EDIT: I think you're using an HDPVR, and it's transport stream will contain H.264 video + either AAC or AC3 audio. (AC3 if the HDMI/SPDIF source is delivering AC3)

FYI "m2ts" is unrelated to what codecs the file carries.
.m2ts and .ts files a pretty much identical and carry the same streams. The only differences is the each packet in a .m2ts file has an extra four bytes used for timing information.

m2ts is a container so your topic if off. NextPVR doesn't really record it captures streams. You can tell the HDPVR to record as m2ts (I think) but NextPVR won't be able to play it.
Consider going OTA for some broadcasts if you can. The mpeg2 video is faster to use with comskip (even with the donators version h264 support) and probably easier to to compress. If your goal was to record in h265 you shouldn't have bought the HDVPR there are hevc encoders out there. Martin

I have found a pretty good script for h265. It isn't perfect, but preserves about 98-99% of the information at half the size. Just wondering. I am going to get a usb hauppauge dual soon.
NextPVR is pretty insane considering its mainly just you sub.. I appreciate the help the new build works good over the web! Transcodes are mostly flawless. One bug is if I change quality mid stream it crashes at times.

Thanks. I've put a lot of hard work into NextPVR. As well as me, there also lot of good people helping out testing and support stuff, and generally making the forums a more fun place to hang out.
