Typically the problems with LAV are with users installing the 64bit version when they need to install the 32bit version. This is true even on a 64bit Windows.

There have been reported issues with users not using the System audio renderer too so you should change that.

There are many errors in your m3u input files. The most serious the streams returning error 403 one likely is the reason your recordings don't work. The file does not have the proper credentials or you may have more streams in use then you are registered for.

How long is it taking to change channels?

As Martin suggested above, you might need to make sure you install the 32 bit version of the LAV, and select these in the Decoders settings screen in nextpvr.exe.

In nextpvr.exe you can press either Spacebar or Ctrl-Q.

In the webapp, it's not uncommon for it to take 10 seconds to start a live stream, or to change channels. Ultimately web browsers can't play the formats used for broadcast tv, so need to transcode the video to another format for playback, and about the quickest you can do this is somewhere in the 7-10 seconds range. If the speed of this activity is a priority for you, then you'd definitely be better off using a player that can natively play this type of stream, like the nextpvr.exe desktop app, or kodi etc.

For the desktop app, changing channels usually takes somewhere between 1 - 4 seconds, depending on the speed of the tuner, and some attributes of the broadcasters encoding (like audio preroll, GOP size etc).

For the missing audio, in the NextPVR.exe settings screen, do you have the LAV decoder selected for the various audio standards?

Post a set of logs, and let us know what you tried to record, and when the recording should have happened and we'll take look.
