In NextPVR.exe or a UI client.  It is not intuitive and can be slow if you have a long move.  Delete the rule and re-adding it would move it to the bottom.

To change the priority of a recurring recording, in nextpvr.exe you can go to the Recordings->Recurring list. You can move the selected recurring recording up/down using the skip keys (Ctrl-Left or Ctrl-Right on keyboard). If you change the priority of a recurring, it'll only take effect at the next EPG update (when it reschedules the recordings)

If it doesn't seem to work for you, check you're on the default 'Priority' sort order.

Got it, thanks,
Do single standalone recordings have greater or lesser priority than the series?

Non-recurring recordings get "assigned" to a tuner when you schedule them. If there isn't a tuner available in that timeslot, then NextPVR won't let you schedule it in the first place. And EPG updates do not change non-recurring recordings--only recurring recordings.

Technical notes:
1. The tuner "assignment" for a non-recurring recording is really more of a "guess" on which tuner will be used not definitely the tuner that will be used. When it comes time to do the actual recording, NextPVR will re-evaluate which tuners are in use at that time and decide exactly which tuner to use.
2. If you're tuners are not "stable" (i.e. tuners that were available at the time of scheduling but then later not available) then you may get "unpredictable" results.

I suppose the specific question I need answering regarding those priorities is:
If I tell it to not record a recurring episode and tell it to record non-recurring programmes which will use all of my tuners at the time when that episode would have been recorded, what will it do after an EPG update? Will it bin one (or more) of the non-recurring recordings in favour of the recurring episode I've told it I don't want but it has reinstated anyway or will it bin the recurring recording in favour of the non-recurring recordings I actually want?

One-offs have priority. When you create a recurring recording and you don't have enough tuners conflicts are created and in NextPVR.exe you can manually change them.

Honestly your four tuners should be enough for normal use. Video collectors might need more and you'd be better off buying another tuner if you regularly record more than four shows at once.

If it hasn't been made clear, I am a heavy user and a video collector hence the 4 tuners. One of the reasons I want to avoid recording some episodes is because I already have a copy but it appears that brand new episodes of series are not flagged as such so I need to delete the pending recordings of old, sydicated showings. The peculiarity of my occasionally patchy signal means I have to be able to do multiple recordings so I doubt I will ever find a "perfect" system but I am very adaptable if I know the rules of how any particular system works. Knowing one-offs have priority is a major bonus which clears up a lot of problems.
