"Unable to locate tuner filter" after motherboard change (AMD to Intel)

I have been running NPVR for years on AMD based systems. Recently I killed the AMD motherboard and ended up trying Intel.
NPVR will no longer find a tuner to scan, watch or record. For example I have a Hauppauge 2210 with driver version 7.9.1.34313 (08/11/2016) installed, it shows up in "devices", but if I try a scan, or try to watch tv, I get the error. I have tried all the driver that I can find, but nothing changes. I feel that it is to do with the change from AMD to Intel, or it could be that the new motherboard is using a new PCIe version.
Logs attached, clicked on scan at 01:12:01, clicked on watch at 01:13:01.
Windows 10 Pro 64bit (fully up to date), MB is MSI Z490-A-PRO, CPU is i5-10400

It looks like the drivers are not working. They're refusing to hookup.

Maybe try installing the Hauppauge WinTV software and check if the device is working there.

I have installed WinTV. The old (2000) version, the newer versions require an activation code.
I wasn't able to do anything with WinTV, but NPVR is now working with the Hauppauge card. The driver version is unchanged.
That's a relief, but my TBS DVB-T2 card (for UK HD freeview tv) "cannot start" according to the Windows Device Manager. The motherboard maker has said "We are afraid this cards are too old, there may be compatibility issue with the newer motherboards" which I am not impressed with. Any thoughts?

An update on the TBS card. I tried the driver for a different card, the 6281SE rather than my 6281. Then I tried it in the PCIE X16 slot (rather than the PCIE X1 slot), and it worked! (It didn't work in that slot before, with the "correct" driver). I could then configure it in NPVR and it seemed to be working, but I'm now away for a few days.
