I am running NexPVR on Pi3 . 
I am using Kodi clients. 
TV source is older first generation HD Homerun Dual (Mpeg2) . 

I see "dotnet" using over ~65% CPU usage when streaming a single stream. I really did not believe there was that much involved for the Pi to do this but I can see I am wrong. It makes me wonder if it is transcoding or something.

I just did similar tests with TV Headend and even viewing while recording , using BOTH channels of the HD Homerun I was far lower than 65% CPU usage.

How do I ensure that transcoding is not happening?

in transcoding I have:

Preferred streaming Profile = Default

Video Encoder- VAAPI

Recording auto transcode = Leave recordings in native format.

At this CPU usage, I can not use both channels of HD homerun and have CPU for other tasks. It is way more than TV Headend.

Post the logs and we'll take a look.

Generally it's not going to transcode video streamed to Kodi. It should be using very little CPU, and pretty much just passing the video along as-is.

Transcoding is mainly used for streaming to the web app.

There won't be any transcoding when you use Kodi as a client unless you have transcoding enabled (it is not the default). If you are testing via the web server I'd expect the CPU to be higher.

Is your live tv buffer on the SD card?

So I have now totally lost the live TV completely.

All I did was try to set the buffer and recordings locations to separate USB sticks , one for buffer, one for recordings. Now no channels play

/media/pi/Buffer
/media/pi/Recordings

Respectively

I do not recall what the default settings were to set them back.

Both of these are exfat formatted filesystems and when mounted allow 777 permissions.

Not sure what is happening but I only wanted to watch and record TV now I dealing with overwhelmed CPU on the Pi and settings that do not work when changed, and still mo integration of IPTV channels anyhow an seems like little hope to get that done any time soon.

Probably have to go back to TV headend because of high CPU use here anyway. I see no reason whatsoever to even buffer the Live TV from the HDHomerun. That is completely unnecessary and probably part of high system load.

I repeat "We don't even know what OS you are using so how do you expect us to really help you." I expect it will be permission related once we figure that out we can move forward.

That is like saying my computer is an Intel. Do you know how many operating systems can run on a RPi3?
