I've never had Verizon FIOS, so I can't say definitively. But, I believe that I recall in the past some FIOS customers reported that they had FIOS fiber running to a device in their house which then converted it clear-QAM over coax for distribution within the house (for TVs without any separate set-top box, etc.). So, in this setup, that "converter device" is what manages which channels the customer subscribes to, etc. and then allows the coax signal to be clear-QAM containing only the channels subscribed to.
If you can connect a coax directly to a tv and view the channels OK, then I would expect a regular QAM pc tuner would be able to also. But, your cable provider could change things in the future taking away that ability.

But, I don't think that they (Verizon) use the same ONT everywhere because pkscout says that the coax coming out of his still requires the use of a CableCard.

If you can see the channel names in the scan, then yes. It's probably just a case that they're retransmitting the local ATSC transmissions in their entirety, so still include the TVCT etc for channel names/numbers.
Verizon fios has multiple model ont, however it is probably more of a location thing. Kind of like how copy once flags on spectrum vary from region to region.
I have Verizon fios & I get all the locals in unencrypted QAM. They have both the HD & SD channels. I have only fifteen HD channels configured & the way they have them setup, I can use three tuners to record all fifteen at once if I want. I can usually go years without rescanning.
Tuners: SD HDHR Prime (HDHR3-CC). SD HDHR Connect Quatro Tuner (HDHR5-4US) - only QAM. EXVIST H.265 Encoder - capturing cable box.
Client: Odroid-N2 running knewc on KODI - connected via MoCA.
