Setup: 

HDHR -> NPVR on Synology NAS 920+ (docker)
Client is Kodi with NPVR add-on on NVIDA Shield.

HDHR and NAS connection via ethernet
NAS and NVIDIA Shield connection via ethernet over MoCa with speeds tested via iPerf at approx 800 Mpbs

Issue: 

When playing livetv from HDHR channel sources, I am getting fairly constant pausing during playback.  It happens frequently, and the pause is often for a few seconds... and then video resumes by fast-forwarding to the current time before playing normally. As it fast-forwards quickly to begin playing real-time again, I can see that the stream is intact... just paused for those moments. This issue has not presented itself on IPTV channels which are streamed via an Internet source, only on HDHR (local) channels.

I'm not sure what additional information will be helpful to help me troubleshoot. I am new to NPVR and Kodi... so I'll admit my understanding of the various config options is limited.

I would first play with the timeshift buffer settings in the pvr.nextpvr settings There are data delivery issues in the logs that are beyond my level of understanding. Assuming you want to run Matrix and not Nexus you are two releases behind with 19.3. 20.0 is also final.

Have you tried with another client on Windows or Linux?

Martin, I appreciate your willingness to help.  Matrix is what appears to be the latest AndroidTV version, but based on what you just told me, I did try some things. 

I installed Nexus on my MacBook and did nothing else but add the NPVR add-on.  It played the HDHR channels just fine. No issues. 

I then went back to the NVIDIA Shield and manually installed the Nexus apk. Thankfully it upgraded my current instance and all of my settings and add-ons were there when I launched it. But, I still had issues with pausing/buffering within the first 20 seconds. 

Realizing that my MacBook is on wifi, I decided to switch from ethernet (MoCa) to wifi on the NVIDIA and guess what?  NO ISSUES WITH PLAYBACK! 

I switched it back to ethernet, and the issue re-appeared. So something must be up with my coax/MoCa situation that the NVIDIA is using. Ironically the wifi is using MoCa for backhaul... 

I'm not sure how to troubleshoot that yet... but for now, I'll just leave the NVIDIA on wifi.  

I re-labeled this post as SOLVED since this doesn't appear be an issue with NVPR specifically....

If you or anyone else see something in the logs that might be a clue to the network issues... please let me know.

Glad you have a workaround. I would check for packet loss or fragmentation on MoCa.
