Referer url

I am trying to join referer url with main streaming url by some old method but it couldn't work.
It's a bbc world news url as under:
https://1292072398.rsc.cdn77.org/koRNCfV.../mono.m3u8

Referer: http://www.livenewsmag.com/

This I have fatched from working channel bbc world news in India .

Please help me if anyone can suggest how to join these two urls.
