If you open task manager, and go to the details tab, do you see NextPVRServer.exe in the list of processes?

As far as I can tell, it looks like NextPVR itself is working fine, but there is something about the network/vpn routing, or antivirus rules etc, that are stopping the client (browser) from being able to connect to the web server. It's not clear exactly what that is though.

Let me see if I can disable the Firewall temporarily in McFee Antivirus program or add NPVR service to the Firewall exclusion.

I will also check Windows Defender Firewalls and make sure both allow access.

By the way, also Thanks for your help.

Turned off McFee Advanced Firewall no change. Also check the Firewall's Inbound rules and NPVR and Server are both allowed and not blocked.

Turned off some of Window's & Defender Security features to see if one of those was causing the problem. It wasn't.

I guess I would need to do a Clean Install of Windows to get the program to work again correctly. Possibly when Windows was cloned from the HDD to SSD it got corrupted somehow even though using SFC it checks good.

Networking is corrupt, I would try uninstalling Surfshark and McAfee rather than the full Windows install and see if you can get back to basics.

I uninstalled NPVR and downloaded WinTV since it came with my Tuner card and installed the latest version 10.

Same thing happened. WinTV TV Service seemed to be blocked also preventing the app from running.

So I just uninstalled WinTV and reinstalled NPVR.

Good suggestion, I will uninstall Surfshark first to see if that is the problem than McFee. McFee is a little bit of a pain to uninstall and install again since it is a ATT version. But I will try that in case the Antivirus is blocking those services.

I also open a Thread at Microsoft Forums to see if they have any inkling on how to repair Windows and get those two apps to work normally.

This thread can be closed. It was a corrupted Windows OS due to the cloning process. I did a clean Windows Install and now all of my apps are working normally including some that wouldn't start up even though they were configured to start.

I thought for a minute I might have a defective hardware or SSD when several major Apps would come up with errors similar to what was happening before during the installation process. Luckily Macrium, which was one of the major Apps I couldn't install,  had a help link and it mentioned Window's Core Isolation Security feature. So I temporarily disabled Core Isolation and now all those Apps that were getting errors during the installation process were now installing successfully.

Strangely enough NPVR installed successfully with Core Isolation enabled but not KODI.

Once I got all the Apps installed I turned back on Core Isolation after deleting TIBS.SYS from Acronis which prevented it from being enabled.

One of the knowledgeable Users at MS Forum mentioned that if an App was being used at the time of the cloning process it may end up being corrupted.

Anyways, Installed NPVR and KODI and everything is working good again.

Thanks to Martin and Sub which helped me eliminate NPVR as being the issue and set me on the right course of doing a Clean Windows installation.

Cloning recent versions of Windows to a new drive can be problematic.  I'm not sure exactly why.  Windows seems to know what drive it's on.  Also, did you have BitLocker turned on on the first drive?  Drive encryption will surely complicate matters.

As you have discovered, nothing beats a fresh install.
