#1 Existing default
The LiveTV buffer is only useful for the current program provided by EPG i.e you can only go back to the start of current program being watched. 

#2 Need
If you give the Live TV buffer 2 hours then you should be able to go back 2 hrs while ignoring program changes on the channel.

Maybe a user could switch between #1 or #2 as a config option.

You can increase e buffer for in the web settings. The default is only 20 minutes or 1200 seconds. Kodi best at adjusting the osd to the timeline.

Already set to four hours.  If you are 10 minutes into a program it only goes back 10 minutes. You cannot go back into the previous program that you have been watching.
Kodi not used, its a HTPC, not IP networked (only briefly connected for manual software updates).

Most clients can go back further but you didn't specify which client so hard to help you. Maybe you are trying with a mouse and not a keyboard or remote.

Kodi can use localhost 169 networking and should work without a gateway. It can even use a mouse which is why I suggested it. I think even Nextpvr.exe needs local networking to talk to the server.

Its a win10 PC. Both the NPVR GUI client and FireFox have the same behaviour connecting to the NPVR on the same PC, remote client connections disabled.
No need for keyboard or an IR remote (have one but not used), a bluetooth mouse can control everything.

Honestly this request is a bit confusing. This is exactly what it is already.

The buffer isn't based on the current show. It's based on that number of minutes. You can change it on the Settings->General page. There is nothing to stop you going back multiple hours if you've got your buffer setting configured for that.

Found the source of confusion - relying upon the on-screen popup to give details of the current program being watched, if you start using the LiveTV buffer it doesn't match what you are watching.

The LiveTV buffer works as advertised. The on-screen popup always gives you the current details of program being added to the buffer. The pop-up does not display program info on the program that you actually are watching when you are using the buffer to go back in time.   That lead to the assumption its the same program if they look similar.  
I do like the idea of the display matching the size of the entire buffer on screen and how it is filling up right-to-left.
