Getting ip6 working perfect is not an easy task. Perhaps your routers is wrong. Localhost uses loopack and internal DNS.

If you recall your Windows 10 works so it is something specific to your networking. Maybe your choice of public and private is wrong.

All 3 MS firewalls were set to off. I checked the route table against published listings for Windows 11 and they matched. No route overrides. Parms on the NIC appeared consistent, though I doubt with localhost that they are relevant.
