DiSEqC port does not change

Very strange, the 23.5 dvbv5_scan doesn't want to lock my tuner. None of the frequencies 11739 not 12188 result in a lock.
When checking TVheadEnd I can listen to the music streams (Arrow Classic Rock, Alleen Klassiek, etc) on both frequencies.
Unfortunately only encrypted TV channels on both frequencies.

It is radio (NPO KLASSIEK) as video is all encrypted on these frequencies.
