ForegroundTransparency in BaseSkin.xml

Hi,

viewing my log files I saw that several plugins are now searching for the foreground transpareny node in their skin.xml file.

I think that it would be easier to define this SpecialElement in the BaseSkin.xml file.

Unfortunately, SpecialElements cant come from the BaseSkin.xml. It does have a default values though, so it doesnt really matter if its not defined.
