Plugin for capture cards without hardware MPEG encoding

I have a LeadTek TV2000 XP which if my memory serves me will doesn't do hardware MPEG encoding.

I'm sure I stumbled upon the plug for having the CPU do the encoding but I'll be buggered if I can find it!

Could someone point me to it please?
