Enabling panels

So where can I find info about enabling panels. I see different files in the panels directory for the Blue skin, but how do I turn them on?

They are turned on in the main menu skin.xml file. If you look in the file you will see some panels listed and probably some commented out.

Thanks. That helped alot. Now I just need to figure out what all I need to include for VA Panel.
