Help fixing this rig HDDVR

My hardware= athlon mobile 2600@ xp 3400 or 3600 speeds (depending on the weather)
1 gig of pc 3200 memory
asus Radeon 9800 XT
nf7-s ver2.0
avermedia a180 mce hd card
hauppauge 150 mce (no radio)
winfast 2000/xp crappy software card

Here are my issues HD recording is fine live tv or playback zooms this thing to 100% CPU usage, Which I absolutely dun get since the card should be 100% DXVA compatible! And it should have enough horse powertoswing it since an fx5200 is supposed to be enough.
So people two question what could be my problem and if it is the hardware can some people tell me should I upgrade or should I rebuild and what should I rebuild to
