It would be nice to be able to set a specific tuner to "LiveTV only" and perhaps have the option of runing in a no-EPG mode where the user can
just enter the channel names and numbers into the database.

You can already do this. Just set the 'epg source' to 'none' when you create your capture source, then use the 'add' button to create channels. It does make a a few screens useless though (TV Guide, Search Guide etc).
