Getting Volume Level

How can I get the current volume level when the "Local Volume" is selected.

I can get the "Master Volume" level using the code from the now obsolete "Volume OSD v1.8", but the GBPVRInternalVolumeMonitor references a registry entry devnz\LastVolume, which doesn't seem to exist any more.

You should be able to get the local volume from HKEY_CURRENT_USER\Software\devnz\LastVolume. It may not exist until you've used the 'local volume' and changed the volume at least once.
