Which part of the settings on the config page are cookies?

I set the server to BLUE theme on testing this on another PC it shows as default, i can only assume they are cookies? Is there a way of changing to "default serving" theme and layout and other stuff like channel icons to be shown?

Channel icons, theme and many of the display attributes are stored on local cookies....this allows the settings to be attached to the viewing source rather than being forced to use a single server dictated view....which was the original design of EWA.

So you will need to set your attributes on each PC you are accesing EWA from....as well as each browser....so if you use firefox and IE on one machine and access EWA you will need to set your settings in each browser.

a better question is how do you change the defaults the server currrent has?

No...sorry. There is a class in EWA that is used to set all defualts so it is not a user configurable option.
