I've searched the forums on this and I am still unclear on how to achieve the proper image during live digital channels.

I don't want to change the aspect ratio. I want to remove the white line at the bottom and the white dots at the top (some channels have a black line at the top) by zooming in on the image a bit. The overscan values in the config.xml file do not seem to have any effect. Can anyone help?

tried the zoom settings yet? they should be what you seek...
mine's set to
<HorizontalZoom>1.05</HorizontalZoom>
<HorizontalOffset>0</HorizontalOffset>
<VerticalZoom>1.03</VerticalZoom>
<VerticalOffset>0</VerticalOffset>
bump up the 1.05 and 1.03 for top and bootom white lines..
[at least they used to work lat time i checked]
they might not work if using evr or overlay renderers..
