Storing a plugin.xml

To avoid config.xml where is the best location for a plugin specific XML file?
I was originally thinking

PluginHelperFactory.getPluginHelper().GetInstallDirectory() + "Plugins/WebRadio/WebRadio.xml";

but I don't know if this is going to be consistent with 1.5 which I assume will use the DataDir reg key more even for config.xml. Should all the plugin specific xml files be in the root of DataDir if it is found?

To be honest, its probably best to wait until I get a 1.5 beta out in a few weeks, and we'll discuss further. A few changes happening at the moment...

No problem, the traditional method will be fine, thinking about it the changes are going to impact installers too and it will need a good bit of testing.
