Is the Hauppauge HVR2250 fully supported in GBPVR now?

What do you mean by 'fully supported'? I've been using it successfully for over a year in GBPVR. I get both digital and analog channels just fine.

I mean is it natively recognized, or do I have to tweak various files to make it work.

No tweaking needed. There are many of us using this tuner with GBPVR and in my humble opinion, it's one of the best and most recommended internal cards for working with GBPVR.

Yup, I would say it's the prefered card (for the US) for use with GB-PVR.

Does it do ATSC well or just Clear QAM?

It does do ATSC well. However, you can't use analog cable + ATSC since it only has one input.
